• Used to produce numerical estimates, forecasts on a given problem

• Utilises written responses instead of brining people together

• Developed by RAND Corporation in the late 1950s

• First use in military applications

• Later several applications in a number of areas

  • Setting environmental standards
  • Technology foresight
  • Project prioritisation
